　　光绪二十四年，当初因英法联军入侵而流失的圆明园海晏堂立十二兽首人身像之一的龙头浮出世面，被天津租界的日本商行公开拍卖。为保持大清国尊严，光绪帝决定派镇国公前往竞标龙头。镇国公的女儿袭月格格在商行的新闻发布会上偶遇《国闻报》记者邵云中，并对他怒斥日方拍卖赃物行为的举止表示钦佩。在危机时刻，袭月帮助云中脱离险境。为表示感谢，云中将自己珍爱的会唱“平安夜”的音乐盒送与袭月并告知她，自己一直在追寻流失国宝的下落。得知镇国公此行竞标势在必得，利欲熏心的商行老板高桥浩与钱牧庸仿照真龙头制作出一个惟妙惟肖的假龙头。为了使阴谋得逞，他们欲以重金收买能鉴别真假龙头的古董大师严穆，遭到拒绝，遂以严穆写给梅妃娘娘的情书进行要挟。在拍卖会上，镇国公力排群雄，以重金购得龙头。
